1803 is a member-owned electric cooperative consisting of five member electric cooperatives: BECi, Claiborne Electric Cooperative Association; Northeast Louisiana Power Cooperative, South Louisiana Electric Cooperative Association and Washington-St. Tammany Electric Cooperative.

Two BECi representatives sit on the 10-member board that governs 1803 operations. The CEO is Brian Hobbs.

Your rates will see a decrease. You may see a slight change in the wording on the line items of your electric bill — to include an explanation of changes. As far as the power supply transition itself, the operation will be seamless to members.

The current 25-year contract ends March 31, 2025. The 1803 Electric Cooperative partnership will begin April 1, 2025.

There will be an overall DECREASE in rates. The official rate decrease will be announced when available and is expected to be reflected on June 2025 utility bills.

On January 14, 2025, BECi applied for an interim rate increase, an increase that will be offset by the 1803 decrease to occur at the same exact time. We believe that the savings from 1803 will both cover the rate increase and provide some savings to the members compared to current pricing.

On April 1, 2019, 1803 Electric Cooperative was officially organized by its Louisiana distribution cooperative Members, including Beauregard Electric Cooperative, Inc. Over the next several years, 1803 then embarked on a large-scale process to select a group of power purchase agreement that would be 1803’s initial power supply portfolio. On January 25, 2022, 1803’s portfolio was approved by the Louisiana Public Service Commission (LPSC) who regulates the rates and services of 1803 as a Louisiana public utility.

No agent of the Cooperative has the power to amend, modify, alter or waive any of these Terms and Conditions or to bind the Cooperative by making any promises or representations that conflict with the provisions of these Terms and Conditions.

Whenever there is a conflict between the provisions of any of the requirements herein and the specific provisions of any rate schedule, the provisions of the rate schedule shall govern.

When more than one of the Cooperative’s rate schedules are applicable to the Member’s service the Cooperative will, upon request of the Member, give such assistance as it reasonably can to enable the Member to select the most favorable rate schedule. Such assistance and advice will be based upon the Member’s representations as to use of service and the Cooperative shall not be responsible for any difference that may later arise because of the provisions or effect of any rate schedule so selected. Any alternate schedule, once selected by the Member, shall remain in effect for at least one year unless (a) the schedule is lawfully modified, (b) a permanent change in the Member’s load or condition of service render the schedule inapplicable, or (c) any contract with the Cooperative is terminated in accordance with its provisions.
